Summary & Analysis

HB113, or the Student Loan (Access to Education) Act (Amendment) 2023, aims to improve access to higher education for indigent Nigerian students through interest-free loans from the Nigerian Education Loan Fund (NELF). This amendment repeals the Nigerian Education Bank Act and establishes NELF to specifically address tuition fees for students in public higher education institutions.

President Bola Tinubu, on Wednesday, April 3, 2024, signed into law the Student Loans (Access to Higher Education) (Repeal and Re-enactment) Bill, 2024. The Act is of historic proportions as it seeks to guarantee sustainable higher education and functional skill development for all Nigerian students and youths.

Help keep Legis360 free and independent

Legis360 makes Nigeria's legislature legible: every bill, motion and vote, in plain language, with no paywall.

Your support helps us:

  • Hold power to account. We put on record what the 10th Assembly is doing, so citizens know the public is watching.
  • Keep it free and open. No paywalls, because everyone deserves clear, unbiased information about decisions made on their behalf.
  • Keep building. Proceedings, scorecards, alerts and the Ilimi assistant all cost money to run and to improve.

We don't want to wait for a more transparent democracy to be handed to us. We want to build it now, with you.
