Summary & Analysis

Executive bill to alter the Constitution to provide for the establishment of State Police Services. Creates a Federal Police Service and State Police Services, moving policing to the Concurrent Legislative List. Governors appoint State Commissioners of Police, subject to confirmation by the State House of Assembly; removal only for cause with two-thirds approval of the Assembly. Passed by the Senate on 24 June 2026 and by the House of Representatives on 23 July 2026 (House adopted the Senate text after rescinding its own version). Transmitted to the 36 State Houses of Assembly by the Clerk to the National Assembly on 16 September 2026 under Section 9(2), which requires approval by at least 24 of 36 Assemblies.
