Context And The Problem

Public boreholes and water schemes across many communities in Osun State frequently break down and stay non-functional for extended periods. The primary barrier is not always technical or financial—it is institutional.

Communities lack a formal channel to report faults, have no way to track repair progress, and face total uncertainty regarding which specific office (whether the LGA Works Department or state water agencies like RUWASESA) holds responsibility for fixing them.

Having observed this gap firsthand in communities across Nigeria, establishing a clear line of communication and statutory tracking is necessary to end long-term infrastructure abandonment.

The Policy Proposal

I propose that the Osun State House of Assembly enact legislation or amend existing rural water/LGA frameworks to establish a statutory Community Water Point Fault-Reporting and Maintenance System requiring:

A Public Infrastructure Register: Every LGA/Area Council must maintain an updated register of all community water points, listing their exact locations (GPS/Ward), operational status, and assigned maintenance officers.

Accessible Reporting Channels: A free, accessible route (toll-free line, SMS, or WhatsApp) for citizens to report broken water points, automatically generating a unique reference/ticket number.

Binding Repair SLAs: A mandatory requirement for responsible agencies to acknowledge reports within 48 hours and publish technical assessment/repair schedules within 7 days.

Quarterly Accountability Reports: LGAs must publish quarterly summaries of fault tickets received, repairs completed, and funds spent from maintenance allocations.

Recognized Community Committees: Statutory recognition of Ward-level Community Water Management Committees—with mandatory representation for women (minimum 40%) and youth—to serve as formal liaisons with the LGA.

Why This Policy Matters

Public Health: Restoring clean water access prevents waterborne diseases like cholera and typhoid.

Gender & Social Inclusion: Women and young girls bear the brunt of fetching water when local points break, taking time away from school and economic activities.

Fiscal Responsibility: Routine rapid repairs cost significantly less than replacing completely abandoned multi-million Naira water schemes.

Questions

How are broken community water points reported and repaired in your state?

What potential challenges do you see in enforcing a 48-hour response SLA at the LGA level, and how can we mitigate them?

I look forward to hearing your thoughts, critiques, and suggestions to refine this proposal further!

This initiative is a sign of responsible citizenship. The proper functioning and maintenance of social amenities should be the priority of every individuals in authority in a specific location. For the first question, I do not have an idea of how broken community water points are reported and restored in my community. Secondly, I do not see a challenge in enforcing the a 48 hours SLA at the LGA level because every human has been called to stewardship. God placed us on earth to look after the affairs of the earth. If we fail in our responsibilities to take good care of what has been placed in our care to improve life, the consequences can not be avoided. So enforcing a 48 SLA is a call to do what is expected of us in any leadership capacity and becoming a responsible citizen.

Like always, one of the major issues of Nigeria in infrastructure is not construction, it's mostly about maintenance and sustainability.

It is a welcome idea, public fault-reporting and repair-tracking system for community water points.
First, We need Simple Reporting Channels: Allow community members to report issues without needing complex apps or internet. The Options will be include SMS, a basic USSD/WhatsApp, or an automated voice/phone line

Second, We need to Set Up a Repair-Tracking System
Make it a structured management workflow:
• Assign Responsibility: Link every water point to a trained local caretaker, community water committee, or contracted Area Mechanic who knows how to handle specialized repairs.

Step 1: Establish Accessible Reporting Channels

Make it easy for community members to submit faults quickly using low-barrier tools:
• SMS and WhatsApp Hotlines: Use automated bots or dedicated numbers (similar to municipal tools like WhatsApp reporting lines) where users can text a code, location, and issue type.
• Mobile Apps or Web Forms: For areas with internet access, lightweight civic apps like Snap Send Solve allow users to snap a photo and log a leak or broken handpump in seconds.
• Physical Logbooks / Local Desk: For areas without smartphones or reliable data, place a physical ledger with a designated local caretaker, shopkeeper, or Water Point Committee (WPC) member.

Step 2: Define Standard Fault Information

To prevent delays, train residents to provide specific details when reporting:
• Water Point ID or Landmark: Unique numbering on the borehole/tap or a clear local de
