1. EXECUTIVE SUMMARY & PROBLEM STATEMENT

Ondo State faces a persistent challenge of "brain drain" (Japa syndrome to larger commercial hubs like Lagos, Ibadan, Port Harcourt or abroad) and severe graduate underemployment. A primary root cause is the deficit in critical subnational infrastructure, specifically reliable off-grid energy, digital connectivity, industrial tech hubs, and structured processing facilities.

Without operational infrastructure, private enterprises cannot scale locally to offer competitive graduate roles. Consequently, skilled graduates from tertiary institutions across the state either migrate or settle for low-productivity informal jobs.

The Solution: The Ondo RETRAIN Act directly links public infrastructure projects and private infrastructure concessions in Ondo State to mandatory local graduate absorption, tech-driven co-working infrastructure, and employer tax credits.

2. CORE POLICY PILLARS

Pillar I: Infrastructure-Job Linkage Mandate (The 15% Local Graduate Procurement Clause)

  • Provision: Any private firm or contractor awarded state-funded infrastructure, civil works, or energy concessions (e.g., solar mini-grid installations, road networks, Sunshine Industrial Park developments) must reserve a minimum of 15% of their technical, administrative, and engineering roles for resident Ondo State graduates (within 0–3 years post-graduation).
  • Work-Experience Recognition: Mandates that the mandatory 1-year National Youth Service Corps (NYSC) and university industrial attachments (IT/SIWES) count officially toward entry-level work experience, removing the "3–5 years experience" barrier on entry-level procurement contracts.

Pillar II: Subnational Energy & Digital Hub Infrastructure (Ondo Innovation Corridors)

  • Provision: Establish co-funded Green Tech & Digital Enterprise Hubs across the three senatorial districts (Ondo North, Central, and South).
  • Infrastructure Delivery: Partner with Independent Power Producers (IPPs) and local off-grid solar providers to power these hubs independently of the central grid.
  • Impact: Provides young tech, engineering, and business graduates with free/subsidized high-speed internet, uninterrupted solar energy, and prototyping labs—allowing them to run remote global jobs or build local tech startups without leaving Ondo State.

Pillar III: Employer Tax Credits & Infrastructure Matching Grants

  • Provision: Offer a 30% State PAYE / Internally Generated Revenue (IGR) Tax Rebate to manufacturing, agricultural processing, and renewable energy companies in Ondo State that hire at least 5 fresh graduates per fiscal year on minimum standard wages.
  • Capital Matching: Establish an Ondo Graduate Infrastructure Seed Fund managed under ONDIPA to grant equity-free matching capital for graduate-led technical ventures in solar maintenance, food processing technology, and software development.

3. EXPECTED OUTCOMES & METRICS FOR SUCCESS

  • Brain Drain Reduction: A projected 25% decrease in graduate out-migration over 36 months by building local economic viability.
  • Job Creation: Direct creation of 5,000+ structured technical and administrative entry-level jobs annually through state-linked infrastructure projects and tech hubs.
  • Regional Competitiveness: Positioning Ondo State as a prime South-West destination for remote work, green technology, and agro-allied processing enterprises.
