Summary & Analysis
This Bill seeks to establish a legal framework for a monetary fund, the Economic Diversification Fund (EDF) to support Nigeria’s transition from a single-sector (oil-dependent) economy to a more diversified economy.
Its objectives are to promote economic diversification and sustainable growth, support emerging sectors, encourage innovation and foster job creation. The Bill covers sectors including agriculture, tourism, technology, and more to be determined by the Minister.
While it clearly aims to diversify the economy and promote innovation, the Bill falls short by granting excessive powers to the Minister, lacking strong accountability mechanisms, and using vague language that would weaken its enforceability.
